What should I wear with green short skirt?

You can wear a nice, white top with your green short skirt. Wear heels that have some green color on them or a color that can complement the top and the skirt. Accessorize with items that can further accentuate the clothes you're wearing; earrings (green), bracelets and a belt (if necessary).

You should tuck in a black camisole and then war a grey cardigan over it. Wear heels and maybe a belt over the cardigan too:)
