Get a good pesticide and spay on the flowers and on the garden, this way, you will kill the slugs or the insects or worms that are eating your flowers.They will not be able to breed so you will get rid of them completely. If you find any slugs, spay on them directly especially at night when they are out eating.

Place a pan or bowl in the ground with it's lip at ground level. As others have suggested, pour beer into the pan or bowl. Where there are slugs there are moles; however, to my knowledge, moles do not drink beer and present a different problem. Empty the dead beer and slugs in the morning and refill. You will be surprised at how well this works.
TAble salt will kill slugs instantly. pour it on them. Soapy spray will kill most bugs and does not hurt the plants. I used laundry water (no bleach or oxiclean) on my plants during the draught. Did not hurt the plants at all.
To get rid of slugs that's been eating your flowers, you would either have to remove them manually of use agents to kill them. A strong saline solution, as well as pesticides, can be sprayed on them. Crushed egg shells laid on soil or grass beneath your flowers can also do serious damage to slugs.
