Can flowering Sweet William plants in their second year, be moved and continue to bloom?

Report as

The best time to transplant flowering Sweet Williams plants is after the last frost in your area since it cannot tolerate the harsh conditions of the winter. This will ensure that the plant blooms during spring and it will stay on a regular flowering schedule the following year.

I am in Ohio, and the Sweet Williams are not perennial, they are biennial, and this is the only year they will flower. I have to move them NOW because we are having cement poured where they are growing.
