Are PCH winners chosen based on their hardship and life circumstances or some other criteria?

At Publishers Clearing House, the winner selection process is entirely random and unbiased. All Giveaways are performed by Giveaway Supervisors and supervised by independent auditors. They have no way of knowing, in advance, who the winners may be or where they may come from.
