The emergency room, now! If it's deep enough. Use cotton gauze and keep your friend calm.

Man I did that once, how I managed it I don't know. Right on top and in the middle. It bled for hours, was at work outside, kept spiting out blood, putting pressure on it etc. Got sick of the taste of my blood. But it finally stopped and healed. Never heard of anyone else doing that !!

I think you should press or remove blood from the bleeding site with a sterilized or disinfected gauze or piece of clean cloth for 10 minutes. If the tongue gets worse or the symptoms persist, you should seek out medical attention right away. Use this site for more information. http://www.seattlechildrens.org/medical-conditions/symptom-index/mouth-injury/.
