Don't respond to anything she does. Ignore her completely, eventually she will get a life

Tell her you will file stalking charges on her or harassment charges.

Listen to Allen^^, but you should also try changing your cell phone number, change security on your social websites (if you have any) to Friends Only and un-friend her, tell her plainly and simply that you do not want to be contacted by her anymore and follow through on filing charges against her if she doesn't listen.
