Is there a Statue or Law that says a President/CEO can not contract himself for additional work?

There is no statue or law that says a president or CEO cannot contract himself for additional work. Some CEOs have additional works like having a joint company with other partners. Some of them also have organizations like orphanages and elderly homes.
