Gang behavior cannot be changed through fear and intimidation." Do you mean that the threat of arrest and incarceration is not a deterrent?

How does that lack of fear change how law enforcement attempts to stop the behavior?

In my view, it is not necessarily fear and intimidation that will stop gang behavior but rather rehabilitation. It is important for those involved or about to be recruited to gangs to know the effects of being in a gang. Trying to create fear and intimidate the members will most likely lead into a routine of revenge and more rebellion. Gang members have been incarcerated and have easily become hardcore. Lack of fear and instead more open communication stops the behavior by creating awareness.
