What can you say about the staggering debt burden of the Philippine government at present?

The Philippine staggering debt started in the year 1965 during the time when Ferdinand Marco was the president. He really took many loans from the World Bank and the International Monetary Fund so much that by the end of his first term in 1969 the debt had accumulated to $840.2 million. Other contributors were like Recto, Diokno and Macapagal.
