Neither YFU nor AFS have a language requirement. My personal recommendation is YFU though, they have a better exchange student support structure in Japan.

you don't need to speak it but a quick tutorial wouldn't hurt. you will be placed with a family immersion style sometimes and other times families speak English with you. Japanese students are required to learn English. However, their extended family may not speak it. sometimes host kids will prank you to get you to speak their language by pretending not to speak English but they have your best interest at heart by wanting you to learn their language.do your best to learn basic conversation before you go.Rosetta stone, or check your local library for languages on tape where you can listen when you don't have the time to watch a screen.

You do not have to speak Japanese to qualify to be a Japanese foreign exchange student. It would however be helpful if you spoke a bit of Japanese, because not everyone you meet will be able to speak English.

In my experience most Japanese people speak some English, but few can actually hold a conversation in it. If you are go going for 6-10 months though you'll have a Japanese teacher while you're there. They typically don't expect exchange students to speak any Japanese.
