Why do interest rates tend to be low in a weak economy

The interest rates in a low economy seem to be less since there are low income rates generated by the entire business. The rate of in come that the majority of the society members gained determines the amount of interest that can be collected generally.

interest is how companies (that loan) make their money. In a bad economy people can not afford much interest, so the rates must be kept low if companies plan to make anything at all.
