If the drain is metel , Not PVC I strongly recommend using Drain Care to remove build up in the pipes It consists of enzymes to break down build up and is not corrosive like regular drain cleaners which can damage drains, Particularly older ones

Most often "smelly water" will be noticed with well water or when a water heater has not been used for a long time allowing the accumulation of this hydrogen sulfide gas. Frequent use can solve this problem. :-)
Is the smell coming from debris down in the drain pipes? You may need to "snake" that out and/or chemically clean the pipes. Pouring baking soda while you run water down the drain may not be enough. Bleach might help.
