How are American ideals contrasted to American reality on the movie mr smith goes to Washington

According to the movie, Mr. Smith goes to Washington, American Ideals is meant to search for only one person who can really sing among the others. Meanwhile, American Reality is meant to choose one person, who can do the most scary stuff among all the other people.
