It's much more like an iPod touch in that you need to be in a wifi hotspot. Unless your iPad is equipped with 3G then you will have Internet access anywhere you have a signal like an iPhone. You will also need a data plan for your iPad.
The new IPad or how people may refer to it "the third generation" iPad, comes with a 4g lte if you buy it with the iPad. It's available if you have Verizon wireless or AT&T, so if you have a different phone company I suggest you get the one that's just wifi. Yes, you can get a data plan for the new iPad, BUT, it's a very expensive proposition--way more so than having wifi installed in your home. Of course, iPads 1 & 2 require a wifi connection, but even so, if you can't afford it in your home, you can access free wifi in many, many places, from Starbucks & most McDonald's to Barnes & Noble to lots of other places. By the way, there's a free app called "Free Wi-fi Finder"--and it does just what it says. You'll be astonished at how many free wifi sites there are, anywhere you live, travel, or frequent!
