Why was where the red fern grows almost not published

I think it is because burned it. The author of the book, Wilson Rawls was discomfited about how he virtually spent 20 years on writing the book. After this incidence he also wrote some of his first stories in the sand which he shared with one of his only friends an old bluetick coon pester which went every where with him.
