the reason there are license is simple....money.....a drivers license is also to keep track of people and to assure they know how to drive....and having a kid is a personal thing whereas driving, fishing, and hunting are considered ' privileges '
Probably the best question I've ever seen in here. Julie, I wish I had an answer that can satisfy you. While you have to show proficiency to drive a car or truck to get a license, even then I'm not sure how some people get those. Same thing with children. It keeps me up at night, too. This is no answer, though. I'm answering this so that I can see and come back to this question and see if somebody can answer this question at all. Best answer will get me to instantly follow you.
Everyone who gives birth is issued a license, which must be renewed each year. Renewal will be based on completion of an extensive parenting class. Now that's not to say that our jails may become over crowed with violators, but may help to keep many abused children safe and alive.

In fact, so well thought out, that I think you should write to your state senator asking the same question. I'm sure it's a question that will have many scratching their heads.
With the rate of child abuse on the highest rise ever, what a breath of fresh air it would be to have this passed as a law. That anyone thinking about or that's had a child to go through extensive parenting classes, and up date those skills every year, oh my gosh, it could be the answer to prayers that this could some how help cut, even possibly eliminate child abuse all together and force parents to be responsible for their actions, and become responsible loving parents. The children of our world need to be protected not hurt, they need love and guidance to become productive loving adults themselves.
you dont... you are not the all capital letter person on your berth certificate... your physical/flesh and blood body does not need any licence to do any of those things and governments trick you into saying you are a corporation with the same name as you... just spelt with all caps. remember your sovereign and free... dont let the state fool you!
