How can i get a driver licence to where i can drive a car?

Get a copy of your state's DMV Drivers Handbook. Study the book and take the written test. The will issue you a permit to drive. Practice driving and then take the actual driving test and you can then get a license to drive. It's a big step in life and I wish you the best of luck.
