How did Japan's foreign policy begin to change in the early 1700s?

Due tomorrow.....please help! This is the only question I don't know :(

In the early 1700's, the foreign policy of Japan to change in that the movement and entry of foreigners was heavily restricted. However, after the Meiji government took over, the foreign policy greatly changed.
