There are FAA limits that pilots are supposed to follow, but after that it's all about common sense and an instinct to survive. I flew a lot after I got my license back in the 80's - and I admit to having buzzed a few herds of cattle and small lakes, but rarely if people were around. Since there are no 'air police' to give you a ticket, the only way you'd get busted is if someone wrote down your call numbers - or - if an air traffic controller noticed your erratic flight and read your transponder number to report you. I'd guess this is much more common ever since The Twin Towers got hit by those murdering asshats.

We have a military plain that flies over our house almost every night, it is so low that it shakes our house and I swear I could count the lights on the bottom of it. So I wouldn't be to worried about it.

If you live around a military base that participates in touch-and-go training it us common. But for someone who rarely sees aircraft flying low to the ground, especially over their home, it can be pretty scary. Also if there is an airport within a couple mile radius it would be common. Depending on the type of aircraft and the specific location of the house it could be normal or something could be wrong. But more than likely, nothing is wrong.
