My culvert @the end of my driveway is blocked up. How do I fix it without crawling through it?

I'm guessing it's two feet in diameter by 15 feet.

In my opinion, I definitely would not crawl inside it. I would recommend you find out which City department should fix it and wait it out. It is not worth getting yourself hurt.
