Actually caffeine is a vasodilator and opens the blood vessels allowing for increased blood flow. That is why a cup of coffee can sometimes relieve a headache.

Usually, it is best to follow doctor's advice when it comes to taking prescription drugs with water. This is because the caffeine in tea can slow or even inhibit absorption of the drugs into the blood stream, but there is no scientific evidence of it blocking blood vessels.
