Although there about a dozen French astronomers, I think you mean Jerome Lalande. He estimated the Sun-Earth distance at 153 million kilometers during his time. This was during the period between 1761 and 1769.For more on Jerome, visit http://en.wikipedia.org/wiki/J%C3%A9r%C3%B4me_Lalande.
