I lift weits & some kind of tuff rubber bands I stretch I don't want to get big just tone but lately nothing's happening does that make sens

There is always a point in training and working out that you level out for a bit. Just keep going and you will start moving again.

Why does that happen thogh you think also do you think I should change my routine or something ?

It is just something that happens to your body. The first part of the change happens when you start a new routine because you kick start your body into a new calorie burn and new metabolizim. Once your body adjusts it levels out and your changes slow down. When your body realizes you are not gonna shock it again it will start moving again at a normal rate. Same thing happens when people change their diet or start a workout program. What you can do if you want to start to see changes quicker again is try drinking a gallon and a half of water throughout the day. Not all at once but throughout the whole day. This will help flush out your system of toxins and keep you hydrated and kick start other body functions into working better and your muscles will start toning up better.
