Can you be hired for a job without a drivers license or a state ID?

Yes. Do you have any other type of I.D...like a Birth Certificate or a Social Security Card.
If not. you will need to apply. You can go to a DMV office and get an ID
It is a hassel, but it must be done.
Alot of bussiness do not ID but knowing how luck goes...as soon you think you have the job they will ask for a form of ID.
I always have to have two forms of ID when I am looking for employee's..It is for insurence purpose and federial forms.

Yes you can, but no one will be hired legally without a Social Security card. Every employer I have been to said by law they needed to see the card.
