Can my cousin fly space-A (MAC) flights with my family?

My cousin wants to fly with my family to Europe this summer. I know you have to be a dependent, but is there any way she can fly with us?

The chlorine content of public pools must be strong enough to kill germs that people will introduce to the water, which is good, but that much chlorine burns the surface of your eyeballs, which is bad; they get better overnight, but wearing goggles would be better!

A non-dependant can fly the space-A (MAC) flights. Documentation signed by the sponsor's commander verifying non-command sponsorship shall be presented to air terminal personnel, and shall be in the dependents' possession during travel.

Would that work if my Dad's retired military? And if it does, where would he get the paper work and who would sign it?
