maybe it's because he/she wants to talk to you and want to hang out with you. he/she probably thinks you're a fun person to talk to and hang out with or he/she thinks you're a fun person to annoy. Don't worry, this kind of thing happens to everybody! You can stop it by telling him/her that you want to have your own peace and tell him/her to stop bugging you. I think that'll work. But if he/she thinks that you don't want to be his/her friend anymore and starts getting sad, then explain that you still want to be he/she's friend, but you just don't want him/her to bug you.

Well, I don't know you're best friend, and the fact could be she is trying to prove herself and so acts over-confident and throws herself out and hopes it will work, or is insecure and doesn't say much, but often when someone annoys us we often must look at ourselves. :)
We (all of us,) can be irritable and so be (lol) easily irritated, or have developed grudges against people and/or be un-able to see past the insecurities/faults in our friend and recognize we have our own. :) I couldn't say for certain, as I don't know them. :O)
