What should I make a boat out of?

I have to make a miniature working boat for a class project. The boat has to float and it has to move. What should i use to move the boat and what should I make the boat out of. THe materials cannot be expensive.

He could probably carve a boat from a large bar of ivory soap. He should get a few bars to practice with.
