In pokemon pearl how can you get lugia or ho-ho without cheats?

I think you can get ho-ho without cheats by migrating one from Pokmon LG/FR/R/S/E. You could either trade them at the GTS or else migrate from fire red or leaf green. This is how I get my ho-ho; I hope this information helps.

You can trade I think with another ds with a game that has ho oh and lugia, only way or with cheats :)

I think you can trade with other people in certain places
in the game. There are a few Pokemon trading centers in the game to where you can trade with other people.
