HIV positive cat-owner let's it out-asked to refrain-won't listen. Harmful to humans/animals? Hate to have cat shut down- what do I do?
Cats and dogs (and animals in general) can't get HIV - by definition it's the "Human Immunodeficiency Virus" - so there is no reason to be worried about coming into contact with the cat. http://www.avert.org/hiv-aids-transmission.htmIf it has FIV (Feline Immunodeficiency Virus), you still have nothing to worry about as that isn't something that is transmitted to humans either.
Do you have a cat. The only worry you should have is the cat coming in contact with your cat as it is very catching to other cats. It can do no harm to you though
