why do they call bald eagles bald when they have hair

They have feathers, not hair. They call them bald eagles because of the white feathers on their heads against the dark brown feathers on their bodies give the impression that they are bald. It's not meant to be taken literally.

The name comes from the word "Baldie" which means "Bold or strong"

The word bald used to mean white. Now it has come to mean devoid of hair. The bald eagle was named when the former definition of bald was still in common use.
