What's the best technique for converting a bunch of AVI files in DVSD codec to without losing quality?

What's the best software and technique for converting a bunch of AVI files in DVSD codec to a container that supports tags (e.g. QuickTime) without losing quality?

The best technique for converting a bunch of AVI files in DVSD coded to without losing quality is the AVS2DVD. This technique has the option to use HCEnc and also has the capacity to author your DVD.

Hmm. I am not seeing anything in HCEnc beyond MPEG-2. DVSD is a 25Mb/sec format that involves no cross-frame compression...
