Can we go with 90? stirrup hooks in columns instead of 135? ones, by keeping the length of hooks extended in earthquake prone area.

You can go with 90 stirrup hooks in columns instead of 135 but it largely depends with tie. This will actually be determined by the T6 or the T9 standard tie. The Beam column joints within the reinforced concrete moment resisting frame are usually very crucial.

I would do whatever the structural engineer says and not try and cut corners in a earthquake prone area

Thanks. But the problem is with the execution and in my case the structural engineer says we can go ahead with 90 deg one, which I find somewhat doubtful.
