Is there any app that I can blur a part of a picture that I don't want nobody to see

my dad got this really nice car & I will like to post this picture on fb but I just don't want nobody to see the license plate number so I will like to block it out

You can get doodle buddy. It is a free app that lets you draw on pictures and there is even a blurring tool, To smudge the plate numbers. ;)

Yes but i dont remember what its called .... Search the app store

Go to Photochop.com, you can do anything to it.

There is an app called masque that allows you to edit parts of images and utilize layers when doing so.
