I don't know if this is true or not. But, I heard that they'll be working on and building a more technology advanced space shuttle. Which would be ready by 2030.

NASA intends to end the space shuttle program in 2010 to return astronauts to the moon in 2018.

What do you mean how can they stop? They just don't launch any more shuttles for a while.
