Can i bring glue, scissors, and white out along with my other writing utensils in my suitcase, the one thats not the carry on?

i dont see why not but you may have to declare the scissors

Probably not the scissors, unless they are the plastic safety type for preschoolers.

You can put those items in a ship through with no problem

You should be fine, they may go through your bag just to make sure it's Kosher. Usually checked bags are left alone, once it's been thrown into the cargo hold you don't have access to it, so it's not a problem

Scissors would fall under the category of a potential weapon. (Like a knife.) Even though it's going in the luggage compartment it will be picked up by metal detectors. Security will go through your suitcase and confiscate the scissors. It happened to me.

its say im allowed to as long as the blade is less than 4 inches

Scissors are ok in a checked bag, not carry-on.Check TSA.gov
