Yep! It is a good cardio workout. That's why so many workout tapes are set to music.
yes, as it can be vigourous which is good cardio, good stretching, good toning etc you have to really work at it. not talking about friday night club dancing, but 3-5 times a week training.
Yes it is but it has to be, as ananda44 said, the real art/ sport of dancing, like what you'd learn in a dance school.
