I have the iPhone 4 can I save and use a ring tone someone sent me as a text mesg

No. You have to either buy your ringtones from iTunes or dl an app to make your own ringtones Nd then plug your phone into iTunes and go from there.
Btw,i have the 3GS

I think so. You have to plug it into ur computer tho
