Can your call be on waiting if dialed number is not busy

i called a number .. it says "your call is on wait " but the person i called says dialed no. was not busy .. can this be true

It is not possible for your call to be on waiting when the number you have dialed is not busy. This can only happen if the person you are calling has received another call and sees it best to switch to the second caller before getting back to you. Call waiting allows someone to receive a call while he or she is still on the line with someone else. More information at http://www.frontier.com/Documents/Guides/FTR01book.pdf.
