What's up with the large blocks of used concrete blocks being placed into the bay near Coronado about 1/2 mile north of the bridge?

The large blocks of used concrete blocks being placed into the bay near Coronado about 1/2 mile north of the bridge are meant to protect the adjacent region against any storm surges. This idea came up when it was decided that there was a need of protecting the people and businesses in the region.

They may be using them for reefs for fish. That's what came to my mind.
