Depends on your personal pain tolerance. Also whether you're getting it on a bony or fleshier part of the body. I got one and it only burned a little when coloring it in, overall, I have described it as fake fingernails scratching really hard (because of pressure and them not being sharp and all). On the other hand, my friend got one on the same place and was tearing up the whole time and squeezing the life out of my hand.
I got my 1st one about 3wks ago. It did hurt. It felt like a sharp thing cutting thru the top layer of my skin. I'd rate the pain at an 8. But i manned it up & got my 1st tat. Would i do it again? Maybe 1 more.

My friend's family do a business about tattoo. She told me some person need a local anaesthetic before get start. But some are not (very hugh person I think). Usually most of them get a local anesthetic. So it's might hurt.
I've heard it hurts. I imagine so, considering it's a needle the jabs into your skin about six times a second. I wouldn't suggest getting one, but if you do, make it a small one so the pain doesn't last long. :P
