The Android app where you can make monsters is the Monsters Ate My Condo. With this app, you have to get rid of blocks that don't match through the use of Jenga skills, where you swipe away the blocks you don't want. The app is available on iOS for 99 cents and also available in a free "lite" form. On Android, though, you'll only get the 99 cent full version.
