Why was Mary Bell released from prison?

That is a link for more information on her. But for a brief when she was 10 years old almost 11 she brutally murdered 2 boys. She found no remorse about what she had done. She tortured both of them (details in the link). She broke into her school and left threats such as, "there are murderers about." Also she had said "Murder isn't that bad, we all die sometime anyway."

Could she have truly changed?

Mary Bell was released from prison because originally, the jury had ruled that Bell was suffering from diminished responsibility, meaning she wasn't guilty of murder. She served 12 years of what was originally a life in prison sentence; apparently, she was ruled to have rehabilitated by the powers that be. See en.wikipedia.org/wiki/Mary_Bell for more on the same.
