really, nobody does. there are some people who think they run the world but its only a matter of time before somebody else takes over. nobody runs the world. its really just humans putting limits on the people they govern or have authority over to prevent violence and setting consequences to suppose those limits were crossed. really, nobody does; people just think we do

We do, all of us. Every time you buy something, help or ignore someone, deposit your money someplace, support or oppose a candidate, spread a story/rumor, make a friend, you help make the world what it is.

Despite this, the world is complex and has emergent properties. So even though we all have intentions, what happens to the world may not meet any of them.
