Why won't companies hire work from home operators, or virtual call center agents, in or from california?

I have been searching, for years now, for a company that will allow me to work as a customer service agent, order taker, data entry operator, even a phone actress (or PSO). ANYTHING that will allow me successfully utilize my customer service skills to earn an income at home as a customer service representative. Every company I've tried i.e. LiveOps, Alpine Access and others makes it clear that they do not hire California residents. Does anyone know the actual reason why these types of companies can't or won't hire California residents? Is it political? Financial? Or something else? Because I'm sure these same companies do not mind accepting business from Californians no matter what the reason is.

What would it take to resolve this issue? Can it be resolved? Is it temporary or long term? Are there prehaps companies like this that do hire Californians that I might have overlooked or might not be aware of?

Or, can anyone direct me to the appropriate agency to talk to to get the correct answer to my questions.

Thank you. That is a very infomative article. However, I am still looking for more information about why Californians are denied this priviledge.

Make no mistake about it, though, I appreciate that you took the time to offer some input. In fact, I noticed that the article mentions a huge increase in demand for home-based customer service agents between 2005 and 2010. Yet, I'd still like to know how I as a California resident can get in on the action.
