usually they just want attention and don't know how to communicate so they act out to get attention...but some people are just bad...I usually try to reach out but there is only so much you can do and set boundaries for yourself, don't let yourself get in the path of destructive behavior...remember this...to get respect, you have to earn respect...that's my rule of thumb I.e. If you give respect and don't get it in return, don't waste your time.

Because parents let them do whatever they what & mabe too they never had love/Caring from there parents. (:
