If you have the least doubt whether he likes coming to you or not, he doesn't. You need to do recall training, at least 30 reps a day of calling his "call sign" (his name + a cue like "here" or "come") in different places and giving him something REALLY GOOD when he comes to you. Either really beloved food treats or tug or a ball if he likes that better, mix it up so he never knows what the slot machine will have for him this time. Start with coming a couple feet, add a few yards to the call distance every day. Keep a drag line on him and don't ever call him if you doubt he'll come or he'll get used to ignoring you. Unless you have studied shock collars extensively, do not use it on him, you can make him hate hearing you call him.

If you are afraid that your terrier might run away if you let him loose then I would suggest that you chain him. With a chain around his neck he will not be able to get so far away. You could also play with him in an enclosed area.
