Why does Paypal make you give then your bank account info after you spend over their limit. Is that safe?

PayPal mostly asks for bank details in case a person makes purchases and they don't have enough money in their PayPal account. This allows them to take the money spent on the purchases straight from your bank account. I think they should only ask for your bank account details and nothing more and if you feel unsafe about it, you can always contact them to clarify before giving out the details.
