What is best way to get a 115 Yamaha running again that has been sitting for 3 years--it was running great when put away last?

After such long storage, you would need to check a lot of things. For starters, change the outboard motor oil, spark plugs and filters. The hoses will have loosened up and need re-tightening. Check the battery and propeller for damage and tighten all screws too. Then proceed to clean engine surface and fill it with fresh gasoline. Now test the engine in a small water body. First I would change all the fluids and hope the motor didn't freeze up

is it 2 or 4 stroke.. and was ring free used before storage? if not carbs are likley gummed up

rebuild the carburetor ,most likely gummed up after sitting
