Ok, when my parents aren't letting me have a boyfriend and my best friend is totally bragging about hers what can i do?

she so nice, SHE bought ME a knotts pass for HER b day . . . help what can i tell her or how do i tell her nicely???

Just tell her the truth, and if she is a true friend she will ease up on the bragging if she knows it distresses you. In the meantime, try to be happy for her, and glad that your parents want nothing but the best for you. It would be so much easier for your parents to go with the flow and let you have your way... but instead they are doing what they feel is right, which is always the more difficult path to take.

I had the same deal in HS. They can be quite annoying when they don't know how their bragging irks you. Good luck.

I know having a boyfriend is cool and all but i just don't like it when you talk about all the time. Then suggest to talk about something different

Be happy for your friend. Ask yourself if she is really bragging, or if you are feeling envy and jealousy. Do not let hurt feelings ruin a friendship. It sounds like your friend is a good person, so this is likely at worst a misunderstanding.
