What was the purpose of this particular qualifier for the Open Championship ?

Open champions born between july 1946 and july 1948 ?

The purpose of the particular qualifier was to promote the Open Championships. He was also supposed to wear their attires so as to show his victory during the open competitions.

Thanks for responding, but you didn't quite answer my question......the qualifier i referenced is very specific, and i wanted to know why.
